在英國將香港主權交接給中國政府的27週年紀念日之際,一些觀察人士認為,香港這座“東方之珠”已經失去了曾經引以為豪的政治自由,但也有人表示,對香港完全喪失希望還為時過早。
1997年7月1日,香港結束了其作為英國殖民地的身份,主權回歸中國。北京承諾保留香港已有的政治制度和經濟體系等“50年不變”,實行所謂的“一國兩制”。但在接下來的二十多年裡,中國當局不斷收緊對香港的控制,香港也因此在2014年和2019年份別爆發了示威活動,反對北京對香港自由的不斷侵蝕。
“今天是7月1日,對香港來說這是一個哀悼日,”澳大利亞悉尼麥考瑞大學漢學家凱文·卡里科(Kevin Carrico)在前身為推特的社媒X上寫道。“願中共對香港的殖民和壓制而帶來的屈辱能早日結束。”

今年5月,在無國界記者組織公佈的世界新聞自由指數中,香港在180個國家和地區裡排名135位。同月,香港法院判定2019年民主運動中廣為流傳的《願榮光歸香港》為禁歌。多位民主活動人士遭到抓捕和通緝。
關注香港人權的日本東京大學訪問研究員潘嘉偉寫道:“二十七年前的今天,香港由英國移交給了中國。我那時候剛結束了在香港大學的第一學年。那時,我的大部分時間都花在研究比較文學和文化理論上。從來沒有想到香港會變成今天的樣子。”

布魯塞爾皇家國防安全聯合軍種研究所副研究員英莎麗(Sari Arho Havrén)感慨道,中國對香港的嚴格控制讓她不得不離開那座城市。
“香港是我的靈魂之城。移交之前,還很年輕的我就是在那裡開始了我的職業生涯。1997年之後,我也繼續了下去,”她寫道。“接受北京倡導的世界,你可以去任何地方,但要保持批判性思維,邊界就會關閉。然後你問自己:忠於自己和自己的價值觀,還是出賣自己來繼續擁有進入的權利?我選擇了前者。”

並非所有西方觀察人士都持這麼悲觀的態度。美國智庫蘭德公司的高級防務分析師德里克·格羅斯曼(Derek Grossman)日前在一篇文章裡表示,儘管香港失去了很多曾經擁有的自由,但依然優於其他的中國城市。
在一則X上的帖文中,格羅斯曼寫道:“香港的政治討論已死,但除此以外,這座城市幾乎和2019年的時候一摸一樣。一個媒體相對自由的金融中心。宗教寬容和開放的互聯網。它也是中國最自由的城市。我們不要這麼快就把它一筆勾銷。”

不過,這個看法也遭到了一些反駁。香港活動人士任建峰就認為,香港的經濟繁榮依靠的正是曾經政治上的自由。
“香港傳統上強勢的金融領域嚴重依賴政治自由,以實現信息的自由流動,並毫無顧忌地進行盡職調查。與蘇黎世/新加坡不同的是,蘇黎世/新加坡是獨立的私人財富中心,在那裡自由並不那麼重要,而香港就像倫敦和紐約一樣,其私人財富產業是建立在金融領域的基礎上的,在這些領域自由的確重要。”

人權組織“自由之家”中國、香港、台灣研究主任王亞秋也表示:“是的,我們不應該‘把香港像視為一個失敗的事業而一筆勾銷’,但解決問題的答案不是自認‘香港也沒有那麼糟糕,我們低頭做生意就好’,而是支持香港人為自由而進行的抗爭。”
