美國國務院堅決駁斥所謂美國操縱或者介入香港佔中的指控。國務院說，非政府組織國家民主基金會(NED)每年接受國會撥款，並且自行決定如何分配款項；而美國國際開發署並不提供任何資金，用於香港項目。
美國國務院堅決反對所謂美國正在操縱任何個人，團體或者政黨在香港活動的指控。
有中國媒體報導說，由香港工黨主席李卓人擔任秘書長的“職工盟” (香港第二大工會)從1994年開始，收取來自“美國國家民主基金會”旗下組織將近1300萬港元的捐款。
對此，國務院發言人莎琪(Jen Psaki)星期二在例行簡報中說：“國家民主基金會和它的核心機構，例如國家民主研究所(National Democratic Institute, NDI)，是眾所周知的獨立非政府組織，具有高透明度，過去30多年來在全球展開運作。國會對國家民主基金會撥款，其中的一部分被分配給國家民主研究所。然而，不論是國家民主基金會，還是國家民主研究所，都獨立分配自己的預算以及展開工作項目。因此對於這些機構的資金細節，必須詢問它們。” (The NED and its core institutes, as you all know and are familiar with,such as NDI, are well known, independent NGOs that have worked transparently worldwide for more than 30 years.
