北京衛生健康委員會的最新數據顯示,週三(11月23日)北京新增509例本土確診病例和1139例無症狀感染者。北京現在要求那些試圖進入購物中心、酒店和政府大樓等公共場所的人在48小時內獲得陰性PCR檢測結果。全市的學校已轉向在線課程。
北京當局尚未宣佈“封城”,但正採取越來越多的封閉措施。美聯社報導,北京的紅廟北里小區外已經架起了兩米高的圍欄,並有穿防護服的疫情工作人員守衛著。
英國廣播公司BBC駐華記者麥笛文(Stephen McDonell)週三表示,朝陽區對近300個小區開始了長達3天的封閉。

美國國家廣播公司NBC駐北京記者馬靜(Janis Mackey Frayer)在一條推文中表示,當下的北京讓她想起了3年前疫情剛爆發時的氛圍。
“北京官員們還沒有把這叫做封城(很可能永遠不會)但在很多方面,這座城市有一種2020年初的感覺。學校、店鋪、公園關閉。大多數人被要求在家工作。”

針對一些北京民眾週四反映約不到生鮮外賣的現象,北京官媒強調超市食材等物資充足。但北京的居民們並不買賬。
居住在北京的作家、播客主持人張志勱(Jeremiah Jenne)回應官媒說:“得有人去告訴北京當局,在晨間新聞的開頭說‘別擔心!城市裡有食物供給!’並不是他們想像中那麼有說服力的信息。”

北京的封城在沒有紙面命令的情況下緩緩展開,讓中國問題專家利明璋(Bill Bishop)感到困惑:“如果官員不把它叫做封城,它還算封城嗎?如果關閉的通知都是口頭而不是寫下來的,那些還算關閉嗎?”
他在另一條推文中問道:“一些北京幹部口頭發佈局部封閉的命令,這將不利於在重新開放的路上激發對動態清零‘優化’的信心。他們在隱瞞什麼?他們在試圖向誰隱瞞?”

一些專家認為,北京地方官員當前的做法可能是中央發出的相互矛盾的信息導致的。就在十多天前,國務院發佈了放鬆疫情管控的“二十條”。但很快,中國各地的疫情出現反彈。
加州大學聖地亞哥分校政治經濟學副教授史宗瀚(Victor Shih)表示:“我相信有內部命令要求‘不得搞一刀切,也不得讓病毒擴散’,這給幹部們製造了一個不可能的情況。”

遊說公司麥克拉迪合夥人(McLarty Associates)的研究員維多利亞·阮(Victoria Ruan)分析說:“我想這是因為沒人真的清楚管控到什麼程度才是合適的,而且要求/標準不斷變化。所以他們只給口頭命令,避免因為措施不夠或過頭而被抓。”
I think it is because nobody is really clear about what magnitude of control is appropriate, and the requirements/standards have kept changing. so they do verbal orders to avoid being caught (by upper authorities) for insufficient or excessive measures.
